Anthropic, the company behind Claude, has opened its first ASEAN office in Singapore, its fifth in Asia-Pacific. So what do Thai businesses that already use Claude get from the news?

Anthropic, a US AI company, opened its Singapore office on 14 October 2026, after Tokyo, Seoul, Bengaluru and Sydney. It is the company's first in Southeast Asia, Fortune reported. Anthropic also signed a memorandum of understanding (MOU) with Singapore's Ministry of Digital Development and Information.

SV News sums up what the new team and the MOU cover, what customers in Singapore use Claude for, and what has and has not changed for Thai businesses.

The Singapore team covers all of ASEAN, including government

Anthropic's own announcement does not mention Thailand.

The new office is at Raffles Place, and Dale Finlay, Anthropic's general manager for ASEAN, is based in Singapore. On 15 October the company had 12 job openings in Singapore, five of them in sales, Marketing-Interactive reported.

The sales roles include account executives, the staff who look after customers, for both the ASEAN public sector and enterprise customers. So the team serves the whole region, not only Singapore.

The Singapore MOU focuses on AI safety testing and help for SMEs

The MOU sets out three areas of cooperation.

Chng Kai Fong, Permanent Secretary of the Ministry of Digital Development and Information, and Anthropic co-founder Ben Mann signed it during Singapore International Cyber Week, with Minister Josephine Teo among the witnesses, according to Anthropic's announcement, which lists the three areas:

  • Model testing: AI safety, security and model evaluation
  • Research: studying how AI is used and its impact
  • Responsible use: using AI responsibly in both government and business

Trust is critical for businesses, workers, and the public to use AI with confidence

An MOU records intent and is not yet a contract, e27 pointed out. Under this one, Anthropic plans technical exchanges with Singapore's AI safety institutions on model evaluation, testing standards and incident response, meaning how to handle security incidents.

The company will also share data from its Economic Index, a tracker of how people use Claude, look for ways to help small and medium-sized businesses adopt AI, and support the government's goal of building AI skills among public officers.

The work with Singapore began in 2023, when Anthropic joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority (IMDA) and the AI Verify Foundation. They later worked together on red-teaming, which means probing a model for weaknesses, in four languages: English, Mandarin, Malay and Tamil.

Singapore ranks 2nd of 121 countries for Claude use per person

Singapore already uses Claude heavily, by Anthropic's own figures.

Anthropic's latest Economic Index ranks Singapore second of 121 countries for Claude.ai use relative to population, nearly six times what its size alone would suggest. Anthropic gives these examples of how it is used:

  • GovTech: more than 1,500 engineers and technical staff at the Singapore government's technology agency use Claude Code to modernise government systems and ship software faster
  • DBS: Southeast Asia's largest bank uses Claude for software development and day-to-day work in its Singapore operations
  • Grab: BriX, a sales assistant built on Claude, saves Grab's sales teams about 40,000 hours a quarter
  • Sea: the owner of Shopee uses Claude to help Shopee's customer service chatbot answer faster and more accurately, and thousands of its staff use it to write and fix code
  • GIC: Singapore's sovereign wealth fund is rolling Claude out across its investment and corporate services teams

These figures come from Anthropic and its customers and have not been independently audited, e27 noted.

In-country Claude on AWS covers Singapore, not Thailand

For Thai businesses, the nearer question is where their data is processed.

An AWS blog post dated 29 September 2026 says Claude Sonnet 5 on Amazon Bedrock, the AI service of Amazon Web Services, now supports in-region inference in the Singapore Region. That means every request is processed inside AWS's group of data centres in Singapore and is not sent anywhere else.

AWS gives finance, healthcare and the public sector as examples of industries that must process data in the country. Anthropic's announcement also says organisations in regulated sectors such as finance can use this option to meet those requirements.

But the post covers only Seoul and Singapore, not the Thailand Region that AWS opened in January 2025, which SV News covered in its report on Thai cloud regions.

Customers on the Thailand Region can already use older Claude models, Opus 4.6, Sonnet 4.6 and Haiku 4.5, through global cross-Region inference, AWS announced in February 2026, but processing may happen in a Region outside Thailand.

Put simply, if a company needs its data processed only in Thailand, this announcement does not cover it. If processing in Singapore is acceptable, Claude Sonnet 5 on AWS can now do that.

OpenAI got to Singapore first, and MAS AI rules start in 2027

Anthropic disclosed neither its investment nor a headcount target.

The company said only that it is hiring, and did not say whether its SME and skills programmes have a budget, e27 reported.

OpenAI opened its Asia headquarters in Singapore in late 2024, and Finlay joined Anthropic after six months as OpenAI's regional head of go-to-market, the team that takes products to market, Fortune reported.

In May 2026 OpenAI announced more than SG$300 million for its first Applied AI Lab outside the US, set up in Singapore with the same ministry, Marketing-Interactive reported. OpenAI also backs a public-private AI accelerator in Thailand, e27 said.

Anthropic has set no date for the first technical exchange under the MOU. The date for its financial customers in Singapore, such as DBS, to watch is 7 October 2027, when the Monetary Authority of Singapore's (MAS) Guidelines on Artificial Intelligence Risk Management take effect.

Further requirements under the guidelines are due by 7 October 2028, and financial firms remain accountable for AI in their services even when an outside party develops it, e27 reported.

For Thai businesses already using Claude on AWS, there is a question to put to the IT team today: which Region does the system use, and are requests processed outside the country?

FAQ

Can a company in Thailand keep Claude processing inside the country on AWS?

Not under this announcement. AWS's 29 September 2026 post offers in-region inference for Claude only in its Seoul and Singapore Regions. Customers using the Thailand Region can reach older Claude models through global cross-Region inference, which may process requests outside Thailand.

What does the Anthropic and Singapore MOU cover?

Three areas: AI safety, security and model evaluation; research on AI adoption and its impact; and responsible use in government and business. Anthropic also says it will look for ways to help SMEs adopt AI and to build AI skills among public officers.

Does the announcement mention Thailand?

No. It names no Thai office, customer or programme. Anthropic's ASEAN general manager is based in Singapore.

How much is Anthropic investing in Singapore?

Anthropic has not said, and gave no headcount target either, e27 reported. OpenAI announced more than SG$300 million for a Singapore AI lab in May 2026.
