Microsoft links AI skills to jobs in Thailand, first of 19

Phase one is planned to run to June 2027, building AI credentials aligned with the EU's DigComp 2.2 and job matching based on FTI and JobsDB demand data, Microsoft says.

Among people aged 15 to 24 with a bachelor's degree or higher, unemployment is 13 to 14%, against about 1% for the whole workforce. So how can AI skills help this group into real jobs?

Korn Chatikavanij, a Democrat Party-list MP and deputy party leader, gave those figures at a Nation Forum session, the Nation reported on 20 October 2026. Five days earlier, Thailand had launched a coalition meant to link AI training to real jobs.

Microsoft, the Thai government and partners from industry, education and civil society launched Microsoft Elevate AI and Jobs for Thailand on 15 October 2026. Thailand is the first of 19 countries to adopt this national coalition model, Microsoft said.

It is aimed at vocational students, students about to graduate, new graduates, job seekers and people who want to change careers. The first phase is planned to run for about nine months, from October 2026 to June 2027.

After reading, you will know what the coalition plans to do in its first nine months, what an EU-aligned credential is, and what employers and job seekers can do now.

Phase one runs nine months, in four parts

The launch release splits the first phase like this:

  • Workforce framework: set up the coalition and write a Workforce Transformation Framework.
  • Credentials: build AI courses and skills credentials aligned with the European Union's DigComp 2.2.
  • Practice: give learners chances to use their skills, such as hackathons, short contests to build something against the clock.
  • Job matching: connect learners with jobs, using hiring demand data from the Federation of Thai Industries (FTI) and JobsDB by SEEK.

For employers, the most concrete output is the credential. The release gives no training target or budget for phase one.

DigComp 2.2 is Europe's yardstick for digital skills

DigComp 2.2 is the EU's Digital Competence Framework for Citizens. The European Commission's Joint Research Centre published it in March 2022 with more than 250 new examples of knowledge, skills and attitudes, including for the use of AI systems.

The centre says the framework is meant for many users, including employers and employment services. It can be used to set the digital competences a job needs, or as the basis for digital skills certification.

Put simply, DigComp is a common yardstick for how much digital skill each job needs, and a basis for issuing credentials. The centre's latest version is now DigComp 3.0, but the Thai coalition names 2.2.

Six state agencies, industry and a job board are on board

The 11 partners the release names fall into four groups:

  • Six state agencies: the Ministry of Higher Education, Science, Research and Innovation (MHESI), the Office of the Vocational Education Commission, the Department of Skill Development, the Department of Employment, the Digital Economy Promotion Agency (depa) and the Office of the National Economic and Social Development Council (NESDC).
  • Two industry bodies: the FTI and the Digital Council of Thailand.
  • A job board: JobsDB by SEEK.
  • Two nonprofits: Generation Thailand and Thai Fund Foundation.

At the launch, Deputy Prime Minister and MHESI Minister Yodchanan Wongsawat said moving Thailand towards OECD standards takes more than policies and regulations: workers must also be ready for AI. His ministry will use its National Credit Bank system and its university and industry networks.

Education Minister Prasert Chanthararuangthong put vocational colleges first in line, Microsoft's release said.

Our vocational colleges will be on the frontline, bringing AI curricula and skills credentials that reflect labour market demand into the classroom.

The coalition sits under Microsoft Elevate, the skills and philanthropy arm Microsoft set up in July 2025 to take over from Microsoft Philanthropies. Its vice-president and chief impact officer, Kevin Frey, spoke at the Thai launch.

When the arm launched, vice chair and president Brad Smith wrote that Microsoft would donate more than US$4 billion in cash and AI and cloud technology to schools, colleges and nonprofits around the world over five years, and help 20 million people earn an AI credential within two years. The release does not say how much of that goes to Thailand.

Most of the launch figures are Microsoft's own

Microsoft says its programmes gave more than 2.7 million Thais digital and AI skills in the past two years. JobsDB by SEEK says job applications in Thailand are up 13%, with no period given.

Microsoft's 2026 AI in Education report surveyed 3,345 people in schools and universities in six countries, including the United States, the United Kingdom and Japan. It found 77% of students have had no formal AI training, and 66% of educators want AI training monthly or quarterly. Thailand was not surveyed.

Mr Prasert gave another figure: 12% of Thailand's working-age population used AI in early 2026, the Bangkok Post reported. That means about 12 in every 100 working-age people.

Do not confuse it with the World Bank's 12%, which counts companies: the share of Thai firms using AI as of December 2025, the Nation reported. SV News covered that survey separately.

HR teams may start to see AI credentials by mid-2027

If the plan runs as described, HR teams will start to see DigComp-aligned AI credentials on CVs from vocational colleges and universities, and candidates put forward by the coalition's job matching, which uses FTI and JobsDB demand data.

But the release does not say who will issue the credentials, how an employer can check one, which colleges start first or whether employers can join the hackathons. Nor does it set a target for credentials issued or candidates placed.

In the meantime, firms that already run their own AI training can compare it with the DigComp competences now. Students and job seekers can see what the framework covers on the Joint Research Centre's DigComp page.

The release does not name the other 18 countries or say what a second phase would cover. The next milestone is June 2027, when phase one is due to end, and the coalition's first reported results will be the figures to watch.

FAQ

What is Microsoft Elevate AI and Jobs for Thailand?

A national coalition of Microsoft, the Thai government and partners from industry, education and nonprofits, launched on 15 October 2026 to link AI training with jobs for students, new graduates, job seekers and mid-career workers. Microsoft says Thailand is the first of 19 countries to adopt the model, and phase one is planned to run to June 2027.

Can employers check the new AI credentials?

The launch release does not say. It names no issuer for the credentials and no way for an employer to verify one. Job matching will draw on hiring demand data from the FTI and JobsDB by SEEK.

What is DigComp 2.2?

It is the European Union's Digital Competence Framework for Citizens, updated in March 2022 with examples that cover AI systems. The coalition's AI credentials will be aligned with it.

Is the minister's 12% the same as the World Bank's?

No. The Education Minister's 12% is working-age people using AI in early 2026. The World Bank's 12% is the share of Thai firms using AI as of December 2025.
